In the original game, this effect can only be found by completing the Threads of the Webspinner quest for the Morag Tong leader. In the latest patch (v1.2) however, the Fortify Skill component of the spell was removed, meaning there is no known source in the original game with the latest patch. If you have the Tribunal expansion, though, you can buy spells with this effect in the Temple. |
