The Imperial Legion Customs Office is located in the Waterfront Tunnel, just inside the gate to the Waterfront District. Benadict Melius, the Legion's customs officer, works here, overseeing shipments to and from the Imperial City, as well as handling passage on ships.
The office is small and packed full of containers and random junk; there's barely enough room for a large desk, where Benadict works, and a space in front of it for visitors to stand. The open space grants access to both exits - the one to the Waterfront Tunnel, and the other to the Imperial Legion Customs Watchtower.
