Armion

Armion is a High Elf wizard and Thalmor justiciar in Bruma. During The Courier, you will be able to sell him Caius's documents for a price. Depending on your choices during A Delicate Situation, at the end of Service Rewarded he may teleport himself and guard captain Adius Vilius to Blue River Prison.

When first entering Bruma, you will witness him unsuccessfully accusing Neremus Agrecian, priest of the Cathedral of St. Martin, of Talos worship. He then starts his usual routine of waking up at 7am, taking his breakfast in the Great Hall of the castle and then setting off to patrol the city with his Adjutant at 9am. At 2pm he returns to the castle and will be found either by the throne room or in his Guest Wing quarters until 6pm, when he heads to the Great Hall's dining room for dinner. He then retires to his chambers to relax and after a quick midnight meal, he goes to bed at 1am.

As befits his rank, Armion wears Thalmor robes, gloves and boots as well as a ring of eminent magicka and a necklace of extreme magicka. He also carries some torture tools and a random selection of gold, lockpicks, rings, food and drink. As well as being armed with an Elven mace of winnowing, he is also able to cast the spells Conjure Storm Atronach, Fast Healing, Fireball, Ironflesh, Lightning Bolt and Lightning Cloak.

Dialogue[edit]

Stantus Faleria will warn you off Armion when you ask him for city rumors:

"There's a Thalmor agent here in Bruma, making sure no one violates the Concordat. So I'd advise you not to, if you don't want them to slap you in irons."

Indeed, his haughtiness and contempt for humans is immediately apparent when greeting him:

"The locals, going about their business. Reminiscent of imgakin flinging excrement at each other, except with more beards and less sense. Mm. I don't believe I've seen you before. Fascinating... a newcomer to Bruma, is that what we have here?"

If The Way of the Voice has been completed, he will instead say:

"And so Skyrim's new favorite folk-hero chooses to grace us with their presence. The Dragonborn, I presume. The burdens of fame weighing you down? Well, don't worry. I assure you, you'll receive no special treatment from me."

At this point you will have three options:

I'm not trying to stir up trouble.
"Many before you have said the same. Many before you have reneged on that notion almost as soon as they had emptily recited it."
Ah, so you're the welcoming committee, is that it?
"A joker, too. Wonderful - yet another troublemaker for us to keep an eye on, at least if your attempts at sardonicism weren't quite so... posturing. Many before you have thought themselves invincible. Above the Thalmor, above the Dominion, above their precious Empire and its laws, its concordats."
I'll just be going...
"My, does your face pale so very quickly when faced with a Dominion officer. There wouldn't happen to be a reason for that, would there? Many have performed the same act. Running. Escape."

All of which will then lead to:

"They now find themselves hanging from trees, their decrepit husks wasting away amidst near-endless blizzard. Enjoy your stay in this fair city."

After this you can ask him a few more questions:

Not many Altmer in Bruma.
"Next you'll be telling me, "My, oh my, not many guar in Bruma." Scales of Auri-el, thanks for telling me that. I'll be sure to tell all my friends. Put up posters, even."
So you're a member of the Thalmor?
"No, I just wear the uniform for fun. Yes. Of course I am. I'm here to protect Aldmeri interests in Bruma and ensure that the terms of the White-Gold Concordat are upheld. Important, given that we're so close to Skyrim and its rebellious little Nords."
What do the locals think of you?
"Not highly of me, I suppose. Then again, the feeling is mutual."

At this point, you can call him out:

How about we cut out the verbal sparring and have a civil conversation?
"Mm. To hear you speak of civility is somewhat... disarming, considering our environs. This city is filled with uncultured louts who I suspect would quickly turn on each other for an ancient bottle of mead. Given that you at least have the vocabulary and mental faculties to understand the concept of civil society... yes. Let us speak. But be quick about it. Disarming lack of incorrigible idiocy aside, you are still not my idea of a scintillating conversationalist."
Why the attitude?
"I am Altmer. I was born and raised among the wizard-lords of Alinor, and now I am posted to a frigid squat filled with brutes and drunkards. That doesn't exactly lend itself to a warm disposition. Does that make things any clearer?"
I think I understand.
"Then it appears I was incorrect in my initial assessment of you. Hmm. Though don't flatter yourself. We're not best friends simply because I've stopped pelting you with barbed words. But yes, to put a long story short - we are all products of our environment, are we not?"
No, not really.
"Hmm. Then perhaps I made an error in judgement by granting you the privilege of intelligent discussion."
That doesn't justify being so unpleasant.
"Nor does ignorance justify obstinence [sic]. But that lesson evidently hasn't trickled down to many residents of this frosty backwater."

Either of the last two will lead to:

"Hmph. Oh, well. I suppose a Khajiit can't change its spots just like that. But yes, to put a long story short - we are all products of our environment, are we not?"

He will then offer answers to the following questions:

What are the real goals of the Thalmor in Bruma?
"Hmph. I will put it in simple terms, so perhaps you might understand. The Aldmeri Dominion signed an accord with the Empire, known as the White-Gold Concordat. That accord guarantees the Dominion - and, by extension, the Thalmor - that Talos worship shall be outlawed. We are simply here to ensure that the Empire does not renege on that commitment."
Don't you feel guilty about persecuting people because of their beliefs?
"Guilt? Why should I feel guilt? I am a Thalmor justiciar, yes, but the Aldmeri Dominion is not a single consciousness. This Empire is a political entity - it has committed untold acts of persecution and genocide in the past. One need only have a cursory knowledge of the Tiber Wars and Imperial history to know this to be true. Tiber Septim - the man-god so many Nords and Imperials love to revere - was himself guilty of the sins you attribute solely to the Dominion. But I digress. I am a soldier of the Thalmor, and I carry out the duties assigned to me by my superiors. If your goal is to make me feel guilty for enforcing dictates which your own Emperor signed into law... Then I am afraid you will enjoy precious little success."
Do you enjoy enforcing the Concordat, then?
"I haven't given it very much thought. My enjoyment is irrelevant. I have a role within the Thalmor, and the duties which go along with that. I have fulfilled, and will continue to fulfill, that which is asked of me to the best of my ability. Again, my enjoyment - or otherwise - is irrelevant."
Tell me a bit about yourself.
"Ha. No. If anything fruitful is going to come of this conversation it will not be the sentimental exchange of life stories. Suffice it to say that I am a Thalmor justiciar operating in Bruma. My identity outside of that is entirely irrelevant."

From now on, he will greet you with:

"The locals, going about their business. Reminiscent of imgakin flinging excrement at each other, except with more beards and less sense."

Quest-Related Events[edit]

The Courier[edit]

Once you have recovered all the documents from Sedor, you can turn them in to Armion for a hefty reward and his grudging admiration:

I have an important delivery for you - some reports.
"'Important delivery'? What could you possibly have that is so... oh. Oh, my, indeed. Bewildered as I am to admit it, you've achieved something extraordinary. Yes, you have impressed me. Somewhat. I trust you'll proceed to revel in it. These documents are very valuable. You've demonstrated remarkably good judgement in bringing them to one fit to handle them appropriately. Why are you looking at me like that? Oh, yes, fine. I suppose a modest reward is in order, for your... efforts. Here. Spend it on some mead, or the latest edition of The Lusty Argonian Maid, or... something."

A Delicate Situation[edit]

After having discovered the Camp of the Devout, you will be able to report the Talos worshipers to Armion:

I want to report some Talos worshippers [sic] to the east of Bruma.
"Ah, yes, the merry band of cretins led by that irritating worm, Aera the Devout, correct? We've had our eyes on them for some time. They'll be dealt with. Severely. And soon."

Despite this threat, he will not take any action against them.

Service Rewarded[edit]

If you left the Talos worshipers alone or asked them to lie low during A Delicate Situation, once you step out of the castle with Adius Vilius you will be greeted by Armion, his Adjutant and two Thalmor guards. Adius won't like the look of it:

"Uh-oh. Armion's up ahead. Damn it, I did not need this - today of all days. In my experience, Thalmor have got a way of killing the mood."

Armion will then proceed to mock Adius:

Armion: "Ah, Adius Vilius. Just who I was looking for."
Adius: "Is this about those reports? Did it really have to be now? Right after a big celebration? Do the Thalmor have need of me, right now?"
Armion: "Yes, Vilius, we do. But not in a meeting hall, oh, no. We desire your presence... elsewhere."
Adius: "What in Oblivion are you talking about?"
Armion: "We desire your presence in Blue River Prison, Vilius."
Adius: "Blue River? The Thalmor prison camp? What is the meaning of this?"
Armion: "You thought you could hide a group of Talos worshippers [sic] from us? You thought to play the Thalmor for fools? Are you really so dense? Enough of this. The dramatic buildup and suspense were both truly palpable, but now that I've seen the look on your face the novelty has worn off. Guardsmen! Let's take Vilius on a little holiday to Blue River. You, there! Down."

After you've said your goodbyes to Adius, Armion will cast a paralyzing shock spell on you and orders the Adjutant to teleport the whole party plus Adius off to Blue River Prison:

"Adjutant! It's time. Open the portal to Blue River. We didn't expend all those resources charging that focus for-"

Bugs[edit]

  • After asking him about the Thalmor, you should have been able to press him regarding the Concordat. However, due to a bug this dialogue branch can never be heard:
What is the White-Gold Concordat: "The White-Gold Concordat? I have truly no idea what that is. Is it... some kind of bird, or...?"
You're thinking of a cormorant: "Oh, was I? My mistake! I'm not too clued in with all this "Thalmor" business, you see. As we've already established, I just wear the uniform for fun."
How witty: "Sadly I can't say the same for your retort. Oh well. I shall weep, but live." ?

Conversations[edit]

When first entering Bruma, you will come across Armion and priest Neremus Agrecian on the steps of the Cathedral, locked in argument about whether the worship of Saint Martin contravenes the White-Gold Concordat:

Neremus: "If I've told you once, I've told you a thousand times. The Chapel of St. Martin does not violate the terms of the White-Gold Concordat. There is no Talos worship going on here."
Armion: "It violates the spirit of the White-Gold Concordat. I must urge you to cease and desist at once."
Neremus: "Oh? What is the spirit of the White-Gold Concordat?"
Armion: "The spirit of the White-Gold Concordat is that men are not, and can never be, gods. Just as Tiber Septim is not a god, nor is Martin Septim."
Neremus: "But what does the Concordat actually say?"
Armion: "The Concordat forbids Talos worship."
Neremus: "No mention of Martin Septim worship, though?"
Armion: "I... no, there isn't. I must consult with my superiors. Perhaps we will have to petition for a slight amendment to some... unfortunately specific wording within the Concordat. We will keep our eyes on your little cult, however."

Undeterred, you may then overhear him complaining to guard captain Adius Vilius: Armion: "Guard Captain Adius Vilius, I urge you to listen to reason. The Thalmor's authority extends across the entire Empire. Bruma is no exception."
Adius: "I know it's not, but we're not defying your precious Concordat, are we? There's no Talos worship here."
Armion: "Perhaps not. But something must be done about that little Martin-worshipping cult in the chapel."
Adius: "The Chapel of Saint Martin? There's no Talos worship going on in there-"
Armion: "No, but there is still man-worship taking place. Martin was a man, not a god. The spirit of the Concordat-"
Adius: "There you go again with that 'spirit of the Concordat' nonsense. As guard captain of Bruma I have the authority here, not you. I will comply with the Thalmor as much as is necessary, but I'm not going to go arrest innocents if the Concordat doesn't explicitly force me to."
Armion: "Vilius, I urge you to-"
Adius: "Enough. Armion, go back to your business. The Chapel of Saint Martin is under the protection of the Bruma Guard until you show me what part of your precious Concordat they're violating. Now, good day. Oh, and do mind the cobblestones. They're slippery this time of year - every time of year, really. Don't break your neck, now."

He will then continue to pester Adius: Armion: "Guard Captain, a moment. I need to speak with you."
Adius: "What is it this time?"

Armion: "I need you to censure your guardsmen. Multiple times I have heard them exclaim "Nine Divines" while sparring. They also refuse to listen to me when I ask them to stop. Some even laugh!"
Adius: "Can't really punish people for bad habits, Armion. But, if it distresses you that much, I'll have a word with them."

Armion: "I don't trust the Restful Watchman or her owner. Too many suspicious characters there. I want you to conduct a search of the premises for evidence of Talos worship."
Adius: "Don't worry, a search was conducted just last week. On heavier grounds than suspicion, I might add. We didn't find anything - well, nothing related to Talos worship, at the least. So consider that a burden lifted."

Armion: "The refugee situation is getting out of control. Keep accepting this many people from Skyrim and we'll be sure to end up with a couple of Talos worshippers."
Adius: "Until there's a problem the gates stay open. These people need help, Armion. Would you really refuse them? On second thought, don't answer that."

In addition, every Morndas Armion will treat the denizens of Bruma to this monologue:

"Since it's Morndas, it's time for another warning to all the wonderful citizens of Bruma. Citizens of Bruma! I stand here to remind you of the White-Gold Concordat! Its decree, particularly the outlaw of Talos worship, is imperative! Talos worship is a crime, and those committing such heresy will be dealt with, swiftly, and with great prejudice. Let none say you were not warned! Obey the White-Gold Concordat and the Thalmor Justiciars, and you will be spared this fate."

While walking around Bruma, you may witness another confrontation, this time with Dar'taqto: Armion: "You there! Animal skinner!"
Dar'taqto: "What does the Altmer want with little Dar'taqto?"
Armion: "You will address me properly, Khajiit. I am here to requisition some information. Have you noticed anything suspicious here in Bruma?"
Dar'taqto: "Suspicious in what way? Khajiit sees many things, but Khajiit knows not what you refer to."
Armion: "You know damn well what I'm referring to, Khajiit. I'm referring to Talos worship."
Dar'taqto: "Ah, of course. The Thalmor seek to persecute people because of their beliefs, yes?"
Armion: "Well, I... that is to say... I am... you are... oversimplifying the matter. Give me the information or I will have your lice-ridden head on the executioner's block come Morndas."
Dar'taqto: "You avoid Dar'taqto's question, Thalmor. What's the matter? Afraid to tackle the truth with all these people around? Hoping against hope you will be able to indoctrinate them to believe you are right and just?"
Armion: "I'lll speak to you later, when you might be more likely to loosen your tongue."
Bystander: "You... you just tongue-tied a Thalmor agent. That's... unheard of."
Dar'taqto: "Heh. Being Khajiit gives this one a certain perspective on events that is free from the biases and emotions of the involved parties. The Thalmor and the Nords have hatred for each other, it clouds their minds and their judgement. Dar'taqto watches from afar, and takes time to gather his thoughts. Perhaps one day people will stop being so silly. For the time being, this one likes being special."
