The Benirus Manor Ghosts can only be found in Benirus Manor, Anvil, during the Where Spirits Have Lease quest. They appear a few times during the course of the quest. The first is when you sleep in Benirus Manor. Then later they can be found in the basement and other parts of the house until you complete the quest.
