Commoners can be encountered around Tamriel while they are being escorted by a Fighters Guild Defender or a Mages Guild Initiate.

When you come across them they will quickly be attacked by Worm Cultists using a Soul Reaper.

Sometimes the commoner will cry out when the Soul Reaper appears:

"Cultists! Help!"

"Please! They're going to kill us!"^(?)

"We're trapped! Someone, help!"^(?)
