A guardswoman in Skywatch has asked me to deliver a sealed message scroll to Vulkhel Guard for her.

You meet Genthel, at the gate of Skywatch. She asks you to deliver a sealed message scroll to Vulkhel Guard, and deliver it to Watchwoman Mandalime.

• This quest is mutually exclusive with All the Fuss.
