I found a strange letter, a coded communication of some kind talking about a person getting waylaid near Vulkhel Guard.

Along the road near Vulkhel Guard, I met a tattooed High Elf caught in an ice trap.

Quick Walkthrough

1. Find the High Elf mentioned in the note.
2. Release her from the ice trap.
3. Go to Monkey's Rest and read the three notes scattered around the building.
4. After talking to Tanlorin and Hyacinth, get the ingredients for the Resonating Fluid.
5. Meet Tanlorin near Skywatch and get the Resonating Fluid.
6. Go to Toothmaul Gully, activate the Tracker Fly, and use the Resonating Fluid on it.
7. Follow the fly to the Side Chamber and get the Scrawled Ceythalmor Orders.
8. Continue through to the Interrogation Chamber to find and free Wisteria.
9. Go to the hideout northeast of Woodhearth, optionally using Tanlorin's boat on the southeastern shore of Skywatch to get there.
10. Investigate the debris to find any clues left by Hyacinth. (Note: quest arrows appear on a delay.)
11. Once you've found the items, head to Rulanyil's Fall.
12. Walk through Rulanyil's Fall until you reach the Ceythalmor Hideout and release Hyacinth.
13. Talk to Tanlorin to complete the quest.
