Wailimo

Wailimo is a High Elf mystic found in Cloudrest. He was rescued from the lower level of the city by Olorime during the disaster at Cloudrest. He rests at the crafting stations being tended to by both Harwion and Belarin. He can also be found in Ossein Cage together with his twin sister Lembien as a part of the Fighters Guild expedition.

"Some reinforcements for the captain's mission? How excellent! I heard the last group fared well, but they have yet to return.
Oh, if you're going in there, you're going to need some help. Take a look and see what you need."

"You're either very talented, very brave, or very foolish. Those traits tend to be more similar than anyone cares to admit.
There's one way you could prove that you're not foolish. Stock up on some supplies while you can."

"It's just dreadful what happened inside the Ossein Cage. But I'm sure that won't happen to you. Probably.
Oh! Can I get you anything? A potion perhaps?"

After completing Vault of Agony, he will instead say:

"Captain Lyn sent some pieces of that artifact out for me to study. Unfortunately I specialize in illusion magic, not Daedra creations.
Still, if you need to recoup from your combat, I can help you more than I could help the captain."
