Waters-the-Grass is an Argonian laborer residing in Narsis. You'll find her south of Merchants' Stall doing some gardening and occasionally chatting with Wisten.

She will try to cope with life in Narsis:
- "You look as healthy as a horker. But stand over there, all right?"
- "How terrible! I heard Slips-Through-Fingers lost her egg-sister."
- "Things will get better. I'm sure of it."
As you approach, you'll here the following scene between Wisten and Waters-the-Grass:
- Wisten: "My wife has disappeared, but the guards refuse to act!"
- Waters-the-Grass: "How terrible! I heard Slips-Through-Fingers lost her egg-sister."
- Wisten: "We never should have left Eastmarch."
