I found a note attached to a cache of goods. The captain waiting at the inn in Shor's Stand seems desperate to get the goods back.

Detailed Walkthrough

Along the shore leading north from the Sunport Docks Wayshrine, you'll find a note attached to a wooden crate. Apparently, a cargo ship had to dump this crate of snow truffles overboard so they could outpace an oncoming storm: there's gold in it if you manage to deliver the crate to one Captain Genevé Delitian in Shor's Stand.

Pick up the Dried Snow Truffles and head on down to Shor's Stand, a Nord village located on the other side of the water west from your current location. You may need to take the long way around rather than risk death by slaughterfish trying to swim across. Head back down south, past Sunport, then move west at the crossroads. Follow the road until you reach the Western Bay Wayshrine, then take the path leading north. You'll find the good captain at the Whale Splash Inn on the southwest side of town. Speak with her for your reward.
