Lloden Dadrys is a Dark Elf Enforcer and the highest-ranking member of the Camonna Tong within Hlan Oek. His name and position are known openly by the notables of the town, including both master of the Temple Nivis Serethran, and governor Feldril Sathis. Some even go so far as to consider him the true power in town. The Camonna Tong are therefore able to operate with relative freedom under Lloden's command - it takes an intervention from the Temple in Almas Thirr to actually crack down on their skooma trading, during Smuggling along the Sacred Path, rather than from any local Temple or garrison influence.
Indeed, Lloden's position is that the Camonna Tong are only "a fraternity of reasonable Dunmer who think that the affairs of Morrowind should be managed by the people of Morrowind, not by a decrepit old man half a world away". He appears to look out for local Dunmer businesses, such as Idera Bethendas when her slave flees her store, and is considered by Nivis Serethran to be a generous donor to the Temple's charitable works. Lloden is clearly devout in his own way, and a regular visitor to the town's temple - although his faith is alloyed with a deep sense of prejudice and a vengeful aspect. He does not appear to consider the lives of outlanders to be worth much, nor the lives of those who betray the Camonna Tong - he will have Gethis Raviro, a penitent member, killed without Temple intervention, during A Change of Heart.
Lloden will also demand the deaths of Orcs looting his family crypt, the Dadrys Ancestral Tomb, apparently using the job as a test of your character. Passing the test causes Lloden to instruct the town's merchants to deal favorably with you - although he'll still warn you that you should leave Resdayn once the Empire crumbles, as regardless of your Temple affiliation, in his eyes you will nonetheless never be a true Dunmer of Morrowind.
