According to the CS, this is an East Empire Company quest[edit]
Noting the quest ID, this is an East Empire Company quest, but there is an Imperial Legion quest with the same name. I'm removing this quest from the Imperial Legion quests page and will move Imperial Legion: Paper Trail to its own Paper Trail quest page. Setari (talk) 00:00, 19 May 2025 (UTC)
