Quick Walkthrough

   • ...speak with Vasil Richton about Vasil Richton with either 10+ Reputation or at least Intendant rank in the Kingdom of Anvil.
   • ...ask Gracchus Telvor to help, then...
     1. Bring a bottle of Talan's Heritage Wine to Gracchus.
     2. Wait three hours.
     3. Speak to Vasil.
4. Talk to Vasil about his Navy armor.
5. Enquire around the Garden Quarter about the missing Navy armor.
6. Enter the Marina sewers and recover the Navy armor from Esi Subotia and her gang.
7. Bring the armor to Vasil Richton.
8. Return to Villina.

Detailed Walkthrough

Rebuffed by the West Navy's Navarch, Villina Telvor wishes to try a different approach. Her brother has recently invited one Vasil Richton to the Saint Amiel Officers' Club in Anvil. The Richton name has considerable clout among Navy higher-ups, and so Villina hopes that you might persuade Vasil to lobby the Navy on her behalf.

Travel to Anvil and seek out the Officers' Club in the city's Garden Quarter. It's the building with the carriage drawn up outside. You'll find Vasil Richton inside, along with two friends - Gracchus Telvor and Riserius Linchal. If you've acquired 10+ Cyrodiil Reputation over the course of your travels, or are Intendant rank or higher within the Kingdom of Anvil, then just speak straight to Vasil. Otherwise, talk to Gracchus, who you'll need to help butter Vasil up first. Gracchus requests that you obtain a bottle of Talan's Heritage Wine, which Vasil has taken a liking to. You can obtain this from Alona at the Abecean Trading Company, among other sources. Then give Gracchus the wine and wait three hours before speaking to Vasil.

Once Vasil is willing to talk to you, he unveils a problem that has been bothering him. His Navy armor - a gift from the Navarch - has been nicked while he's been drinking here. He asks that you get it back, and suggests asking around the Garden Quarter seeking witnesses. Do so - civilians in the quarter will make mention of shady-looking people heading towards the sewers in the Marina quarter. Said sewers are easily accessed via a grate behind the Red Treasury. From here, turn right, then left, then left again, proceeding through a door and continuing on to another door, beyond which lies a room with three hostile individuals. One, Esi Subotia, carries a key to the locked chest in this chamber. That chest contains the Navy armor you seek - specifically, Navy Officer Boots, a Navy Officer Cuirass and Navy Officer Greaves. Return with these pieces to Vasil Richton.

A grateful Vasil will commit to supporting Villina's petition for greater Navy support, allowing you to return to her to relay the good news.

10		Villina Telvor wants me to get Vasil Richton's support in persuading the Navy to resume its Abecean patrols. Vasil is well-respected in the Navy as a descendant of Saint Amiel Richton and was recently invited by Villina's brother Gracchus Telvor to the Saint Amiel Officers' Club in Anvil for a friends' get-together. She recommended approaching him through Gracchus, as he would be unlikely to listen to such a request from someone he does not know.
20		I asked Gracchus Telvor to help me get Vasil Richton's support. He told me to bring him a bottle of Talan's Heritage wine and wait a few hours for him to convince Vasil to speak with me.
21		I gave Gracchus Telvor a bottle of Talan's Heritage wine. He told me to come back in three hours or so, as Vasil will probably be ready to talk to me then.
22		It's been three hours. Gracchus Telvor has probably finished talking to Vasil Richton by now.
30		I spoke with Vasil Richton and he agreed to put pressure on the Navy to resume their Abecean patrols if I can retrieve his Navy armor for him. The armor was stolen off his skiff by thieves, who he recommended asking around the Garden Quarter to find.
40		Vasil Richton thanked me for bringing back his Navy armor and agreed to lend his influence to Villina's petition.
100	Finishes quest	Villina Telvor was glad to hear that I had convinced Vasil Richton to lobby the Navy to resume their Abecean patrols. She rewarded me with 500 gold and gave me some training in how to negotiate with people.
110	Finishes quest	Villina Telvor was furious that I killed her brother. She said that she would never entrust me with any more duties and told me to get out of her sight.
