Only one item uses this effect. You can learn how to enchant custom items with Smithing Expertise if you find it and disenchant it:

• The enhancement is always +5 smithing and with a variable on damage based on enchanting skill.
• The effect's editor ID is dunVolunruudPickaxeAbEquip, suggesting the Notched Pickaxe was originally obtainable in Volunruud instead of the top of the Throat of the World.

Bugs

• The Smithing Expertise enchantment restores damage to your Smithing skill rather than enhancing it.
  • The Unofficial Skyrim Patch, version 2.0.0, addresses this issue. However, version 1.3.3 prevents the pickaxe from being disenchanted, meaning the enchantment only exists on the now-unique pickaxe.
