Detailed Walkthrough[edit]
Now that Orvas Dren is dealt with, the path is open to consoldiating House Hlaalu's position by eliminating its major enemies in Narsis. Speak to the Vizier Ereven Peronys to get information on what to do next. If you killed Orvas and thus declared war on the Camonna Tong, the Vizier will charge you with eliminating the local leader of the Camonna Tong, Mervis Llarel, who has been ruling with an iron fist since Orvas left for Vvardenfell, as well as K'Vatra, the enigmatic leader of the ruthless criminal organization called the Ja-Natta Syndicate.
As it may be clear already, what follows is a majorly combat heavy quest which can and will test your limits, particularly when it comes to how long you can stay in fights. Getting your best equipment together and stocking up on scrolls and potions is strongly recommended. Additionally, your free infinite teleport in the form of the Crystalline Sigil of the Hlaalu received in the previous quest can serve you well if you need to get out of danger fast, as the Vizier will helpfully point out.
Crushing the Camonna Tong[edit]
The easier of the two targets is Mervis Llarel, the head of the Narsis Camonna Tong in Orvas Dren's absence. As the Vizier says, Mervis Llarel takes up residence in Brevur Heights, the enormous apartment tower in the St. Veloth Quarter owned by the Camonna Tong.
The moment you enter Brevur Heights you'll be attacked by a Camonna Tong agent. The Vizier was correct about Merivs's spy network, and they clearly already know you are coming. As you make your way up the stairs, you'll be accosted by more of Mervis's thugs, who all attack on sight. Although there's a decent handful of them, none of them are particularly threatening in terms of level or equipment, save perhaps for the bodyguards in bonemold standing right outside his door. When you reach said door, you'll notice it's locked by a level 75 lock, as is the exterior balcony door, which is locked with a level 100 lock— Mervis and his wife have barricaded themselves inside. Unfortunately, there's no key for these doors, so only lockpicks or an unlock spell will do.
Inside is the man himself, Mervis Llarel, standing in the corner. Clocking in at level 35 with a respectable 334 health, he's not going down in one hit. The moment you initiate combat with him, he'll cast a unique spell, Mervis Llarel's Bastion, giving him bound armor and a fire shield, as well as his unique scroll, the Scroll of Treacherous Flood, dealing fire damage and health drain. Combined with his ebony demon mace and 99 skill in blunt weapons, he can be a moderate challenge. His wife will also attack you at the same time from the other room, although she's less of a threat.
Either way, dispatch both of them to cut the head off the Narsis Camonna Tong. There's not a lot of quality loot in Mervis Llarel's apartment, although you can find a note in his desk which is used for an Imperial Legion quest.
Driving out the Ja-Natta Syndicate[edit]
Undeniably the more difficult of the two targets is the Boss of the Ja-Natta Syndicate, K'Vatra. As the Vizier says, the JNS are holed up in a large Velothi tower south of Narsis called Uddanu, and they aren't very friendly to outsiders. That is to say, most of them will attack you on sight, and for the most part they're formidable fighters.
Approaching Uddanu from the north, head up the road up and around the mesa to reach the front of the tower. Don't bother going in the mine entrance a little further down unless you want to look for extra loot or free some slaves, as it's not necessary to clear out and does not connect to the main tower. In front of the main tower and laboratory buildings, you'll find three Orc guards. Unlike the rest of the NPCs in the complex, they won't attack you on sight, but they will demand you leave. Ignore them and instead enter the tower complex. Both doors are locked and trapped, however the laboratory is only locked to level 80, as opposed to level 100. The tower will put you slightly closer to your goal, but the enemies in the laboratory aren't tremendously threatening, so it's not particularly important. If you do enter the laboratory, head down the trapdoor across to the entrance to the main tower.
Inside the main tower, your primary order of business is to fight your way to the top, where the Chamber of K'Vatra awaits. Along the way, you'll be faced with numerous enemies, none below level 15, with some special tricks up their sleeves, along with even more level 25 Orc guards. While you're busy getting into scraps, take note of the down-curving ramp in the main chamber, which leads to the vault. You can come back for it later.
Once you reach the top, enter through the center door, overlooking the room with the vermai. Don't go all the way up, as those entrances simply put you outside on the tower's balcony, facing a level 100 locked door to get back in. Inside the Chamber of K'Vatra, you'll be faced with even more level 25 Orc guards, and in the main dome, the Boss himself, who, it turns out, is a sload, and a naked one at that.
Don't be fooled by K'Vatra's strange and perhaps humorous visage, however, as he's the most dangerous opponent in the quest, and indeed one of the most dangerous in the entire game. He clocks in at level 40, with 750 health and a whole host of special tricks, including two unique mega-summon spells which summon multiple dangerous creatures and buff him at the same time. Don't think he can't fight on his own terms, either, as he posseses a variety of extremely deadly spells which debuff the player and deal large damage. And if all that wasn't enough, he's also immune to poison, normal weapons and paralysis and posseses passive health regeneration on top of his active health-restoring spells; even his melee attack does a respectable 25 to 55 damage. All of this is to say: be prepared, and expect a fairly tough fight which can highlight your build's flaws. Dispel, resist/cure poison and resist magicka effects are all good choices, as are elemental shields. Avoid spending time, money and magicka on poison and paralysis, despite their general usefulness, as he is immune to them, and try to find a way to counter his passive regeneration.
Being a sload, with all their peculiar customs, K'Vatra won't attack you on sight, but you are required to kill him to progress, so go ahead and deal the first blow when you're ready. Defeat him and decapitate the Ja-Natta Syndicate, ending their reign of terror, at least in Narsis, once and for all. Now would also be a good time to loot the place; there's plenty of loot around nearly every corner, far too much to list here, but of particular note is the vault mentioned earlier. Not only does it contain the typical vault fare of precious metals and gems, it also holds a Daedric crossbow, one of only a handful in the game.
Hlaalu Victorious[edit]
After both Mervis Llarel and K'Vatra are dead, return to the Vizier with the news. He will be quite astonished that you were able to carry out his orders so successfully. Just as in the alternate path of Expel the Outlanders, your reward is three master trainers, in Mercantile, Security and Light Armor respectively, who can be found in the banquet hall of the Second Family Manor.
Unique to this path, you will be ambushed by the Camonna Tong assassin Elmena Relas the first time you try to sleep after completing the quest. On her body is a note describing her orders from the late Mervis Llarel, who was certain of his soon-to-be assassination after learning of the death of Orvas Dren at the player's hands.
